Tourist tax in Lithuania, Latvia and Estonia 2026

Ad. On some links we earn a commission if you book. The price does not change for you. How we earn (in Lithuanian)
The tourist tax in the Baltic states differs from city to city. In Kaunas, Palanga and Druskininkai it is €2 per person per night, in Klaipėda €1, in Riga €1 (€0.89 + VAT). From 1 January 2027 it will double in Riga to €2 (€1.78 + VAT). Estonian law does not provide for such a tax.
Amounts and dates checked on municipal and state pages on 2026-10-06–09.
How much the tourist tax costs in Lithuania
In Lithuania this is a local charge for tourism and recreation infrastructure. It is collected by the accommodation provider and paid by the guest. Klaipėda municipality states that the charge is not included in the room price (news, checked on 2026-10-09).
| City | Amount per person per night | Applies from | Source |
|---|---|---|---|
| Kaunas | €2 (previously €1) | 1 January 2025 | Kaunas municipality |
| Klaipėda | €1 | 1 January 2025 | Klaipėda municipality |
| Palanga | €2 | 10 July 2023 | Palanga municipality |
| Druskininkai | €2 in the town, €1 in the elderships | 1 January 2024 | Druskininkai municipality |
| Birštonas | €2 in the town, €1 outside it | 1 January 2025 | Birštonas municipality |
Neringa. The Neringa municipality list of charges has waste, entry-to-Neringa and Nida port charges; there is no accommodation charge on the list (charges, checked on 2026-10-07).
The Birštonas amounts and date are set by the council decision of 7 November 2024, which you will find on the resort charge page.

Who pays less or nothing
In Lithuania the most common concessions are similar. Children under 18 do not pay, and in Kaunas, Klaipėda and Palanga neither do rehabilitation patients whose treatment is paid by compulsory health insurance. In Kaunas and Klaipėda people with a 0–40% level of capacity and those who rent for more than a month do not pay either. In Klaipėda this is set by a council decision, in Palanga by municipal information.
Tourist tax in Latvia
Riga. At present €0.89 is paid for each night, but no more than €8.90 for one continuous stay. This amount has applied since 1 November 2023. From 1 January 2027 the charge will be €1.78, at most €17.80 (Riga tax page, checked on 2026-10-07). The Riga City Council approved the new amount on 8 July (binding regulations). Riga municipality says in its announcement that for the guest this is €1 per person per night (€0.89 + VAT), and the amount from 1 January 2027 will be €2 (riga.lv, checked on 2026-10-07).
From the eleventh night nothing is paid, and nor do those under 18. From 1 January 2027 the tax also applies to business travellers.
Jūrmala. We found only the 2013 rules, which are no longer in force (likumi.lv). We found no accommodation charge in force on the Jūrmala municipality pages, so we do not give an amount. Ask the place you are staying before you go.

Tourist tax in Estonia
Tallinn and Pärnu. Estonia’s Local Taxes Act (kohalike maksude seadus) § 5 lists the local taxes: advertising, road and street closure, animal keeping, entertainment and parking tax. An accommodation tax is not on the list (Riigi Teataja, checked on 2026-10-07). The Tax and Customs Board also only says that local taxes can be set under this act (Estonian Tax and Customs Board).
What it costs for two
For two people for two nights the tax comes to:
- in Kaunas and Palanga – €8;
- in Klaipėda – €4;
- in Riga now – €4 (with VAT), from 1 January 2027 – €8.
Before you book, read whether the price is shown with the tax. In Klaipėda it is separate, so it may not be in the accommodation price field. We wrote about other hidden room costs in the guide to choosing accommodation (in Lithuanian).
